Can i make my bov softer by taking out 1 of 2 springs in it???

Yes it will. But I don't think its the springs fault. Your engine should be making at least 20hg of vacuum that should be more than enough to pull you BOV open. Have you checked the diaphragm in the BOV to make sure its not torn or leaking? You can check when it opens if you have a vacuum gauge/ pump. Because if its too soft, it will stay open @ idle and will suck unfiltered air in to you engine or your boost will push the BOV open and cause you to have a boost leak.
