Need some help selling fundraising tickets, how do i get people to buy?

my daughter is working on her Girl Scout Gold Award and she needs to raise $700 to do her project. Applebee's Restaurant is going to provide the building, food, dishes, and cooks for her to hold a FlapJack Fundraiser. Her troop and friends and family will need to greet, seat, and serve the customers. The tickets only cost like $7.00. She is having a hard time getting people to buy them. She needs 100 to be sold to make it worth while for the Applebee's to volunteer their services. She has sold 22 and has some donations. Time is running out. Any ideas on what to do to get these sold?
