Can someone interpret this poem for me?

I think it's meant to be ironic. The Tao is supposed to bring kindness and morality, and this has them arising when it is forgotten. Wisdom and intelligence are really just pretending. Loving each other in your family only happens when the family has struggles, and good leaders are only around when the country is going horribly horribly wrong. So the idea of the overall poem, I think, is that whatever you act like, that's the opposite of what you are.
