Who is Congress to lecture the Big 3 when they have been in the red for decades?

How is it that our government (how many trillions in debt now?) gets to criticize the automakers on how to run a business? On the other hand is there any prerequisites needed for a bailout check, or can any company apply? What the heck is gong on out there?
