Did my mechanic rip me off and not change my axle on my car?

Ok I needed 2 new front axles. I braught it to this guy who works out of his garage. He supposedly got 2 new axles and was going to install them....I have custom rims on my car and to get them off to change the axles you need the custom key for the lug nuts....I'm pretty sure I didn't give this to him. Did He rip me off???
